Pursuant to Foreign Service Circular No. 160-2014 dated 17 July 2014 regarding the Registration of Filipinos Abroad for Purposes of Absentee Voting, all applicants for passport renewal shall register as an Absentee Voter first before the renewal of their passports can proceed.

This procedure applies to all Philippine Citizens who are qualified to vote for the May 2016 National Elections
