To ensure that the OAVoters who failed to vote twice are given sufficient time and opportunity to file their manifestation of intent to vote and to be able to exercise their right of suffrage in the 13 May 2013 elections, COMELEC Resolution No. 9578 extends the period for the filing of manifestation of intent to vote of OAVoters who failed to vote twice from 21 December 2012 to 11 January 2013.
