Processing of Report of Birth and New Passport are done at the same time.

The Report of Birth is a declaration of the birth of a child born abroad to parents at least one of whom is a Philippine citizen. Filipino parent/parents must promptly register the birth of a child with the Philippine Embassy or the Philippine Consulate General in order for such a birth to be registered with the Office of the Civil Registrar General in the Philippines.

1. Parents need to get appointment for the Report of Birth through https://dubaipcg.dfa.gov.ph/application-for-report-of-birth.
2. Personal appearance of child and either parent
3. Original and six(6) copies of the following:
   • Marriage Certificate/Report of Marriage on PSA Security Paper
   • Valid Passport of both parents (data page and page 3)
   • English Birth Certificate duly authenticated by UAE Ministry of Health (MOH) and Ministry of Foreign (MOFAIC), OR English translated Birth Certificate duly stamped by the UAE Ministry of Justice (MOJ) and Ministry of Foreign Affairs (MOFAIC).
4. Additional documents may be required as necesssary

BASIC REQUIREMENTS FOR MINOR CHILD APPLICANT (below 18 years old)

1. Personal appearance of minor applicant and either parent or authorized adult companion
2. Printed Passport Application Form

3. Original and one (1) photocopy of PSA-authenticated Birth Certificate or PSA Report of Birth (if born abroad).

   Click here to request for PSA-authenticated Birth Certificate (link PSA Serbilis). Note: Local Civil Registrar (LCR) copy may be required if PSA BC is not clear or unreadable.

4. Original and one (1) photocopy of PSA-authenticated of Parents’ Marriage Certificate or Report of Marriage (For legitimate minor and if only one parent is accompanying the child during application).
5. Original and one (1) photocopy of parent’s Passport
6. Original and one (1) photocopy of minor’s latest passport
7. Additional supporting documents that may be required as necessary

Fee: Passport – 240 AED

BASIC REQUIREMENTS FOR RENEWAL OF ePASSPORT (18 years old and above)

1. Confirmed Online Appointment
2. Personal Appearance of the applicant
3. Printed Passport Application Form
4. Original latest ePassport and one (1) photocopy of data page

5. Additional supporting documents that may be required as necessary, especially for applicants with incomplete place of birth in old passport, with dual citizenship and with foreign-sounding family names to prove citizenship.

   * All civil registration documents (i.e., birth certificate, marriage contract, death certificate) must be issued by the PH Statistical Authority (PSA), while documents from the PH court must be apostilled by the Department of Foreign Affairs (DFA).

Fee: Passport – 240 AED

1. Submit all the requirements for Renewal of EPassport (Adult- 18 years old and above)
2. Notarized Affidavit of Explanation
3. Original damaged passport

Applicant may come to the Consulate without an appointment for the submission of the requirements for the replacement of lost passport.

1. Personal appearance of applicant
2. Accomplished E-passport application form
3. Photocopy of first page of lost passport (if available), 3 copies
4. PSA-issued Birth Certificate. Transcribed Birth Certificate from the LCR is required when entries in PSA Birth Certificate are blurred or unreadable. Report of Birth duly authenticated by PSA if born abroad.
5. Affidavit of Loss executed at the Philippine Consulate General (original and 2 photocopies)
6. Police Report issued by Dubai Police with English translation (original and 2 photocopies)
7. Additional supporting documents that may be required as necessary.

Kindly note that there is a 7-15 days clearing period for lost passports.
