ABOUT THE ACTING SECRETARY

Seasoned career diplomat Undersecretary Enrique Manalo is currently the Acting Secretary of Foreign Affairs. Undersecretary Manalo has been at the forefront in addressing several critical issues on foreign policy. His career in the Philippine Foreign Service spans nearly four decades since he joined the Department in 1979. Despite being the son of two well-respected diplomats, Usec. Manalo has carved out a name for himself in the world of diplomacy and foreign affairs. Usec. Manalo is the son of the late Ambassador Armando Manalo, a journalist and the former Philippine Ambassador to Belgium and political adviser of the Philippine Mission to the United Nations. His mother is Ambassador Rosario Manalo, the first female career diplomat of the Department of Foreign Affairs who was recently elected by acclamation as the Rapporteur of the 23-member Committee of Experts of the United Nations Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW). He is currently the DFA’s Undersecretary for Policy, his second stint in the same position since first taking on the challenge as Foreign Affairs Undersecretary for Policy for three years from 2007 to 2010. He has represented the Philippines and has served as the chairman of various international meetings and conferences, the latest of which is the Senior Officials Meeting during the ASEAN Foreign Ministers Meeting Retreat (AMM Retreat) in Boracay, Malay, Aklan, last February 20. Before his appointment as the Undersecretary for Policy, Usec. Manalo previously served as the Philippine Ambassador to the United Kingdom from 2011 to 2016; Non-Resident Philippine Ambassador to Ireland from 2013 to 2016; Philippine Ambassador to Belgium and Luxembourg, and Head of the Philippine Mission to the European Union from 2010 to 2011; and Philippine Ambassador and Permanent Representative to the Philippine Mission to the United Nations and Other International Organizations in Geneva, Switzerland from 2003 to 2007. Undersecretary Manalo has served the Department in various capacities prior to his first appointment as Ambassador Extraordinary and Plenipotentiary in 2003. His other tours of duty leading up to his eventual appointment as head of a diplomatic mission include the Philippine Mission to the United Nations in New York and the Philippine Embassy in Washington D.C. At the home front, he began his career in the Philippine Foreign Service as the Special Assistant to the Office of the Deputy Minister from 1979 to 1981. After completing his first tour of duty at the Philippine Mission to the United Nations in Geneva, Switzerland, he served as the Special Assistant to the First Undersecretary of the Department of Foreign Affairs. He also served as the Assistant Secretary for European Affairs after his stint as the Minister Counsellor of the Philippine Mission to the United Nations in New York from 1998 to 2000. Usec. Manalo graduated with a bachelor’s degree in Economics from the University of the Philippines. He also completed his M.A. in Economics from the same university. In between his normally hectic schedule, Usec. Manalo takes a break by reading, listening to classical music, or taking long walks. He is a husband to Madame Pamela Louise Hunt with whom he has two sons. |

Consul General Marford M. Angeles has been a Career Minister in the Philippine Foreign Service for 26 years, entering the Department of Foreign Affairs in 1997. Before assuming his current role at the Philippine Consulate General in Dubai on 17 March 2024, he was the Deputy Head of Mission and Consul General at the Philippine Embassy in Abu Dhabi from 2019 to 2024. His other previous postings include Hanoi (Vietnam), Kuala Lumpur (Malaysia), and Sydney (Australia). In the Department of Foreign Affairs in Manila, he served in various capacities at the Office of Asia and Pacific Affairs, the Office of the United Nations and other International Organizations, the Office of ASEAN Affairs, and the Office of Strategic Planning and Policy Coordination. Consul General Angeles is joined by his loving wife, Mme. Joan Angeles, with whom he has been married for the past 22 years. |

HISTORY OF DUBAI PCG
Before establishing the Philippine Consulate General (PCG) in Dubai in 2004, the Philippine Government’s presence in Dubai was through the Philippine Embassy in Abu Dhabi, which formally opened on 17 June 1980. The Migrant Workers Office (MWO), formerly known as the Philippine Overseas Labor Office (POLO), was established in 1986, and the Philippine Trade and Investment Center (PTIC) was established in 1988. For consular services, Filipinos in Dubai and the Northern Emirates had to go to Abu Dhabi or wait for the Embassy’s consular outreach team to visit Dubai once a week.
The opening of the consulate became necessary with the significant increase in Filipinos in Dubai and the Northern Emirates during the late 1990s and early 2000s, which came alongside the rapid development of Dubai as a major tourist destination and a business and logistics hub.
The Philippine Consulate General in Dubai was established and officially opened by Consul General Generoso D.G. Calonge on 06 April 2004. Actual consular work began sometime in November of the same year, although operations became regularized only a few months after.
The Consulate was initially housed in POLO until it was transferred to its premises in the Hamriyah area in March 2005. It later transferred to the Al Qusais area in September 2006 and moved to its present location in Al Qusais 3 in September 2011.
Dubai PCG has consular jurisdiction over the emirates of Dubai, Sharjah, Ras al Khaimah Ajman, Umm al Quwain, and Fujairah.

To date, the consulate has received the following awards from the Department of Foreign Affairs:
- 2017 – Best Organization Award
- 2019 – Assistance-to-Nationals Award (Group Category) in recognition of the consulate’s exemplary performance of leading the mass repatriation of amnesty-seekers during the United Arab Emirates (UAE) Immigration Amnesty program and providing efficient, effective, and client-centered Consular and Assistance-to-Nationals (ATN) services to over 400,000 Overseas Filipinos under its jurisdiction
- 2019 – Best Performing Unit
- 2020 – Special Citation in recognition of the consulate’s exemplary contribution, commitment, and valuable assistance to the ongoing repatriation efforts of the Department in providing responsive, timely, and efficient repatriation efforts in light of the Covid-19 pandemic
- 2021 – Best Organization Award (Consular Section) for developing an automated online appointment system that enables end-to-end processing and document tracking, as well as an in-house Quick Response (QR) system that facilitates and ensures seamless entry and retrieval of clients to the Consulate
- 2022 – Assistance-to-Nationals Award (Group Category) in recognition of the ATN team’s successful implementation of the DFA-chartered repatriation flights from June to September 2021, bringing home 3,362 distressed Overseas Filipinos.
