GENERAL VISA APPLICATION POLICIES

  • All visa applications are subject to evaluation and approval by the Visa Officer.
  • Other documents/papers may also be required by the Visa Officer in support of the visa application.
  • Submission of the basic and additional requirements requested by the consular officer is not an assurance that a visa will be granted.
  • A Philippine visa does not guarantee entry into the Philippines. A Philippine Visa is an endorsement made on a travel document by a consular officer at a Philippine Embassy or Consulate abroad denoting that the visa application has been properly examined and that the bearer is permitted to proceed to the Philippines and request permission from the Philippine Immigration authorities at the ports of entries to enter the country. The visa thus issued is not a guarantee that the holder will be automatically admitted into the country, because the admission of foreign nationals into the Philippines is a function of the immigration authorities at the port of entry.
  • Telephone or email inquiries on the status of a visa application will not be entertained by the consular office. Information on any visa application and its status are held in strict confidence. The information on the status and/or result of a visa application will be given only to the applicant or the authorized representative on the day indicated on the receipt.
  • Applicants for temporary visitor's visa should normally apply at the Philippine Embassy or Consulate that has jurisdiction over their place of residence. While some visa applicants may apply at any Philippine Embassy or Consulate abroad, others are only allowed to apply his/her visa at the Philippine Embassy or Consulate in his country of origin or legal residence.

Visa processing takes at least 8 working days (excluding weekends and holidays).

Please be informed that the Philippine Consulate General in Dubai has not allowed any agency to process and collect any fees for Philippine visa applications. All applications must be submitted personally at the Philippine Consulate General in Dubai. Therefore any transaction with such agency will not be honore.

TYPE OF VISA REQUIREMENTS

9a— Temporary Visitor’s Visa for Pleasure

  1. Personal appearance
  2. Visa application form ( https://www.visa.gov.ph ) Please write COMPLETE / FULL NAME OF APPLICANT as written in the passport
  3. Passport valid at least 6 months prior to departure from the Philippines
  4. UAE residence visa copy (Dubai and Northern Emirates), must be valid beyond the date of departure from the Philippines
  5. Original Letter of Guarantee / No Objection from the company (on company letter head with company chop) stating the following:
    • The position and/or designation of the applicant;
    • Inclusive period of employment; and
    • Monthly salary.

If applicant is a business proprietor or partner, present original and submit a copy with English translation of the trade license and proprietor or partner in the business entity indicated in the visa application form

  1. Bank statement for the last 3 months with maintaining balance of 8,000 AED
  2. Previous Philippine visa issued (if any)
  3. Letter of Invitation / Guarantee executed by the reference or sponsor in the Philippine, if applicable.
  4. Roundtrip flight itinerary
  5. Confirmed hotel booking.

Additional requirements if married to a Filipino national.

  • PSA Marriage Certificate / Report of Marriage
  • Copy of passport of spouse
9a—Temporary Visitor’s Visa for Business)
  1. Personal appearance
  2. Visa application form ( https://www.visa.gov.ph ) Please write COMPLETE / FULL NAME OF APPLICANT as written in the passport
  3. Passport valid at least 6 months prior to departure in the Philippines
  4. UAE residence visa copy (Dubai and Northern Emirates), must be valid beyond the date of departure from the Philippines
  5. Original company guarantee letter with company chop (should state the purpose of travel and length of stay)
  6. Notarized Letter of Invitation from reference person or company in the Philippines and must be signed by authorized signatory.
  7. Roundtrip flight itinerary
  8. Previous Philippine visa issued (if any)
  9. Confirmed hotel booking.
9a—Temporary Visitor’s Visa for Minors (17 years old and below)
  1. Personal appearance
  2. Visa application form ( https://www.visa.gov.ph ) Please write COMPLETE / FULL NAME OF APPLICANT as written in the passport
  3. Passport valid at least 6 months prior to departure from the Philippines
  4. UAE residence visa copy (Dubai and Northern Emirates), must be valid beyond the date of departure from the Philippines
  5. No Objection letter from the UAE Residence Visa Sponsor stating no objection on the minor's travel and guarantees to cover all expenses related to the travel
  6. 3 months bank statements of the UAE Residence Visa Sponsor
  7. Copies of Passports and UAE Residence Visas of both parents
  8. English Birth Certificate with MOFA stamp or Report of Birth issued by the Philippine Consulate/Embassy (if with Filipino parent)
  9. Roundtrip flight itinerary
  10. Previous Philippine visa issued (if any)
  11. Confirmed hotel booking.
    • Minors aged 8-17 years old requires personal appearance (accompanied by either parent)
    • If minor is aged 15 years old and below, not travelling with either parent or not coming to a parent in the Philippines, parents must execute a Waiver of Exclusion Grounds (please click -WAIVER OF EXCLUSION GROUND FOR MINORS.
9a—Temporary Visitor’s Visa for the purpose of recruitment of employees from the Philippines
  1. Personal appearance
  2. Visa application form ( https://www.visa.gov.ph ) Please write COMPLETE / FULL NAME OF APPLICANT as written in the passport
  3. Passport valid at least 6 months prior to departure from the Philippines
  4. UAE residence visa copy (Dubai and Northern Emirates), must be valid beyond the date of departure from the Philippines
  5. Original and Photocopy of the Job Order and Special Power of Attorney duly verified and attested by the Philippine Overseas Labor Office and Philippine Consulate General;
  6. No Objection letter from the UAE Residence Visa Sponsor/Company of the applicant;
  7. Salary Certificate or 6 months bank statements of the applicant
  8. Roundtrip flight itinerary
  9. Previous Philippine visa issued (if any)
  10. Confirmed hotel booking.

9a—Temporary Visitor’s Visa for Religious Workers and Missionaries

  1. Personal appearance
  2. Visa application form ( https://www.visa.gov.ph ) Please write COMPLETE / FULL NAME OF APPLICANT as written in the passport
  3. Passport valid at least 6 months prior to departure from the Philippines
  4. UAE residence visa copy (Dubai and Northern Emirates), must be valid beyond the date of departure from the Philippines
  5. Sponsorship/endorsement letter from the religious organization in country of origin
  6. Guarantee letter from the inviting entity in the Philippines stating that it will be responsible for the welfare acts and movement of the visa applicant during his/her stay in the Philippines and it guarantees that the visa applicant will not be a public charge to the Philippine Government
  7. Certificate of accreditation of sending religious organization
  8. Roundtrip flight itinerary
  9. Previous Philippine visa issued (if any)
  10. Confirmed hotel booking.

NOTE: All applicants under this category are informed that the visa process (including evaluation and approval) will take at least one (1) month from the date of application and receipt of complete documentation.

9a—Temporary Visitor’s Visa for those whose UAE residence visa is sponsored by an individual

  1. Personal appearance
  2. Visa application form ( https://www.visa.gov.ph ) Please write COMPLETE / FULL NAME OF APPLICANT as written in the passport
  3. Passport valid at least 6 months prior to departure from the Philippines
  4. UAE residence visa copy (Dubai and Northern Emirates), must be valid beyond the date of departure from the Philippines
  5. No Objection letter from the UAE Residence Visa Sponsor stating no objection on the applicant’s travel and guarantees to cover all expenses related to the travel;
  6. Passport and UAE Residence Visa of the UAE Residence Visa Sponsor of the applicant;
  7. Salary Certificate or 3 months bank statements of the UAE Residence Visa Sponsor
  8. Roundtrip flight itinerary
  9. Previous Philippine visa issued (if any)
  10. Confirmed hotel booking.

9b—Transit Visa

Travelling from one country to another via the Philippines.   Transit period is limited to 72 hours. 

  1. Personal appearance
  2. Visa application form (visa application form 9-A)
  3. One (1) recent passport ID photos taken within 6 months of application. Machine Readable Passport with validity of at least 6 months from intended Passport valid at least 6 months prior to departure from the Philippines
  4. UAE residence visa copy (Dubai and Northern Emirates), must be valid beyond the date of departure from the Philippines
  5. Copy of air ticket to show the applicant’s flight details.
9c—Seaman Visa

    9(C) - INDIVIDUAL SEAFARER (THOSE WHO WILL ENTER THE PH BY AIRPLANE AND JOIN THE VESSEL ALREADY DOCKED IN THE PH)

  1. Duly accomplished Visa Application Form No. 2; (visa application form 9-A)
  2. One (1) recent photograph, with white or light-colored background, taken within the last three (3) months, size 3.5cm x 4.5 cm;
  3. Original and photocopy of the passport valid for at least six (6) months beyond intended stay in the Philippines or completion of trip;
  4. Original and photocopy of Seaman’s book
  5. If the applicant has a local agent in UAE, the company in UAE should provide a letter indicating the name of the vessel where the seafarer will be joining in the Philippines and copy of the ID of the person who signed the letter;
  6. Copy of the Notarized letter from the shipping / manning agency in the Philippines and copy of the ID of the person who signed the letter;
  7. One way ticket
  8. 9(C) - CREW LIST VISA (Seafarers are already aboard the vessel and that vessel will enter the PH. In the crew list visa, ALL foreign nationals should be listed regardless of whether they are rejoiner, offsigner, etc. as long as they are aboard the vessel)

  1. Letter request from the shipping or manning agent in the UAE and EID or passport of the person who signed the letter
  2. Duly accomplished Visa Application Form No. 2; (visa application form 9-A)
  3. One (1) recent photograph, with white or light-colored background, taken within the last three (3) months, size 3.5cm x 4.5 cm
  4. Accomplished Form No 61
  5. Copies of the passports of seafarers onboard the ship / vessel
  6. Notarized letter from the shipping / manning agency in the Philippine and copy of passport or any Philippine government issued ID of the signatory

9e—Diplomatic Visa 

  1. Personal appearance
  2. Visa application form (visa application form 9-A)
  3. One (1) recent passport ID photos taken within 6 months of application. Machine Readable Passport with validity of at least 6 months from intended Passport valid at least 6 months prior to departure from the Philippines
  4. UAE residence visa copy (Dubai and Northern Emirates), must be valid beyond the date of departure from the Philippines or latest UAE arrival stamp for tourist
  5. Duly signed Itinerary
  6. Copy of air ticket, if available.
  7. NOTE: Authority to issue 9e visa has to be received by the PH Consulate General from the PH Department of Foreign Affairs before this visa can be issued.

9f—Student Visa

  1. Personal appearance
  2. Visa application form (visa application form 9-A)
  3. One (1) recent passport ID photos taken within 6 months of application.
  4. One (1) recent passport ID photos taken within 6 months of application. Machine Readable Passport with validity of at least 6 months from intended Passport valid at least 6 months prior to departure from the Philippines
  5. UAE residence visa copy (Dubai and Northern Emirates), must be valid beyond the date of departure from the Philippines
  6. Original notice of acceptance issued by the school to the student with clear impression of school’s dry seal
  7. MOFA-authenticated police clearance
  8. MOFA-authenticated medical certificates If applicable, original Certificate of Eligibility for Admission issued by the Philippine Commission on Higher Education to the student

NOTE: Authority to issue student visa has to be received by the PH Consulate General from the PH Department of Foreign Affairs before this visa can be issued. Personal appearance of applicant may be required.

9g—Pre-Arranged Employment Visa

  1. Personal appearance
  2. Visa application form (visa application form 9-A)
  3. One (1) recent passport ID photos taken within 6 months of application. Machine Readable Passport with validity of at least 6 months from intended Passport valid at least 6 months prior to departure from the Philippines
  4. UAE residence visa copy (Dubai and Northern Emirates), must be valid beyond the date of departure from the Philippines
  5. Copy of air ticket to show the applicant’s flight details.
  6. MOFA-authenticated police clearance
  7. MOFA-authenticated medical certificates

NOTE: Authority to issue this visa has to be received by the PH Consulate General from the PH Department of Foreign Affairs before this visa can be issued. Personal interview may be required before issuance of visa.

Visa Policy for Hong Kong and Macau Nationals

  1. Holders of Hong Kong and Macau passport may enter the Philippines without a visa for a stay not exceeding fourteen (14) days provided they possess a return or onward airline ticket.
  2. For a stay longer than fourteen (14) days, they may apply for a visa at any Philippine Embassy or Consulate.
  3. Passport should be valid at least six (6) months beyond the authorized period of stay.

Visa Policy for Chinese Nationals (PROC)

    Nationals from the People's Republic of China with valid American, Japanese, Australian, Canadian, or Schengen (AJACS) visa may avail of visa-free privilege for arrival at any port of entry (major international airports and secondary international hubs (SIHs), as well as in seaports by passengers on board cruise ships/vessels).

  1. PROC nationals may be granted visa-free entry for stays not exceeding seven (7) days, provided that they have the following:
    • a. Passport should be valid at least six (6) months beyond the intended period of stay
      b. Return or onward ticket to the next country of destination
      c. No derogatory record with the Bureau of Immigration (BI), the National Intelligence Coordinating Agency (NICA) and the International Police (Interpol)
  1. The 7-day visa free entry may be extended by an additional fourteen (14) days for a maximum of twenty-one (21) days stay
  2. This type of admission is non-convertible to other visa categories
  3. The purpose of their visit to the Philippines shall be strictly for tourism.
  4. For a stay longer than fourteen (14) days, they may apply for a visa at the Philippine Consulate General or any Foreign Service Post (FSP) in a country that requires entry visas to Indian nationals.

Visa Policy for Indian Nationals

    Indian nationals with valid American, Japanese, Australian, Canadian, Schengen, Singapore or UK visa or permanent residence permit from the AJACSSUK-issuing states may avail of visa-free privilege for arrival at any port of entry (major international airports and secondary international hubs (SIHs), as well as in seaports by passengers on board cruise ships/vessels).

  1. Indian nationals may be granted visa-free entry for stays not exceeding fourteen (14) days,provided that they have the following.
    • a. Passport should be valid at least six (6) months beyond the authorized period of stay
      b. Return or onward ticket to the next country of destination
      c. No derogatory record with the Bureau of Immigration (BI), the National Intelligence Coordinating Agency (NICA), and the International Police (Interpol)
  1. The 14-day visa free entry may be extended by an additional seven (7) days for a maximum of twenty-one (21) day stay.
  2. This type of admission is non-convertible to other visa categories.
  3. The purpose of their visit to the Philippines shall be strictly for tourism.
  4. For a stay longer than seven (7) days, they may apply for a visa at the Philippine Consulate General or at any Foreign Service Post (FSP) in a country that requires entry visas to PROC nationals.

IMPORTANT REMINDERS

    Beginning 0001H, 01 April 2022, foreign nationals may enter the Philippines provided that they:

  1. Are fully vaccinated, except only for minor children below twelve (12) years of age traveling with their fully-vaccinated foreign parent/s;
  2. A foreign national shall be deemed fully vaccinated only if he/she is fully compliant with the following requisites:
      a. Received the second (2nd) dose in a 2-dose series or a single dose vaccine more than fourteen (14) days prior to the date and time of departure from the country of origin/port of embarkation.
      b. The vaccine is included in any of the following:
      i. Emergency Use Authorization (EUA) List or Compassionate Special Permit (CSP) issued by the Philippine Food and Drug Administration; or
      ii. Emergency Use Listing of the World Health Organization.
  1. Carry/possess an acceptable proof of vaccination. The following shall be the only acceptable proofs of vaccination, which shall be presented prior to departing/boarding from the country of origin/port of embarkation and upon arrival in the country:
  2. a. World Health Organization International Certificate of Vaccination and Prophylaxis; or
    b. VaxCertPH; or
    c. National or state digital certificate of the country/foreign government which has accepted VaxCertPH under a reciprocal arrangement; or
    d. Other proofs of vaccination permitted by the IATF.
  1. Present a negative RT-PCR test taken within forty-eight (48) hours or a negative laboratory-based Antigen Test taken within twenty-four (24) hours, prior to the date and time of departure from the country of origin/first port of embarkation in a continuous travel to the Philippines, excluding lay- overs; provided, that, he/she has not left the airport premises or has not been admitted into another country during such lay-over;
  2. Have passports valid for a period of at least six (6) months at the time of their arrival to the Philippines;
  3. Have valid tickets for their return journey to the port of origin or next port of destination not later than thirty (30) days from date of arrival in the Philippines;
  4. Obtain, prior to arrival, a travel insurance for COVID-19 treatment costs from reputable insurance providers, with a minimum coverage of USD 35,000.00 for the duration of their stay in the Philippines.
